Dialog Boxes not appearing

I am stuck on which system variable to turn on to allow the dialog boxes to
appear. I have set the "FileDia" and the "CmdDia" to 1 but the dialogs are
still not appearing. The version I am using is ADT 3.3 I have seen this a
couple of times but I do not remember what I did to remedy the problem.

The answer to my question was that we had turned the startup dialogue option
in 3.3 to none and you need to have the "standard" dialogue option on or
everything will default to the command line.
