Any graphics program that can read your HPGL or HPGL/2 output can (if that
is the format of your PLT files), and you probably even have it: Illustrator
or equal, WORD or equal.

Don't think there are any dedicated tools. You could plot to EPS, place
the EPS's in Illustrator, nest your plots, print from there, but I think
that is cumbersome and the extra time would cost you more than some
wasted paper.
