? Missing command

When I try to use the properties command I get the following message:

Command: _properties Unknown command "PROPERTIES".

Anyone have any clue why. It appears to be the only command not working.

Do you get the same error message if you select an object, right click &
choose "properties" at the bottom of the dialog box?

Yes, it's exactly the same. I'm sure I must have a missing file or one
that's not loading.
