What is the difference between these two plot styles? Which one is
recommended? Are there drawbacks to the recommended plot style?

Which one do you recommend?

stb Question: I set color property to Black for plotting (in Plot Style
Table Editor). I then set objects to many different colors. Objects show
in color in model space (model space working properly), however in paper
space objects show as Black only, not the object color. Is there any way to
change the paper space to show colors?

That is a choice you make on your own or as part of a team in your office:
they are both valid and neither is going to disappear anytime soon.

Your problem is in your PAGESETUP command for that layout, you somehow
checked the box to display plot style settings when you apparently would
rather not. That has nothing to do with STB or CTB selection or usage.
