ctrl c/v is not coping or pasting objects in autocad. windows standard
accelerator keys are selected. How can I regain the use of these functions?

Is your noun/verb selection box checked in Tools/Options/Selection?
It seems to affect all kinds of weird things.

You can also add those definitions to your AutoCAD menu and always have
them.

the definition is in the menu (mns) file as ID_Copyclip [&Copy
Ctrl+C]^C^C_copyclip, and still does not work.

In the mnu or mns file change the accelerators to read CONTROL instead of
CTRL. It happened with me a long time ago and thats how I fixed it.

Unload your menu, then reload it and recompile your menu file from the .mnu
