In AutoCAD dimensioning, there is a setting whereby you can force it
to 'rubberband' the text and place it outside of the immediate area
with a leader back to the dimension line. Does Microstation J have
such a feature?

No, but MicroStation V8 does. It's called Ball and Chain dimensioning.
You may also find Bentley's discussion groups of assistance. Over there you
can meet other users of Bentley products, exchange ideas, and discuss a wide
range of technical subjects. These groups are an excellent technical

Use the modify element command. left click on the part of the dim you want
to move and drag it around...
much easier than acad.
