weird cdslmd problem

Started lmgrd after installing Suse 9.0, lmgrd tries
to start cdslmd but this fails with "Cannot open daemon lock file".
There is no existing cdslmd running and /usr/tmp is writeable
and does not contain any lock file. Anyone got any ideas?
