How do I START a line from a specific point, for instance I want to start a line 382.33 feet from an existing object in my drawing.

If your point is a point , drw a circle with such radious
if it is a line , yo could do a offset.

quick and dirty way would be to draw a line 382.33 from your object, then start the new line from the endpoint of that line.
