Sheet Set Manager - Some users not able to create drawings |

We run a network version of AutoCAD 2005. I am having a problem that not all users are able to create new drawings in the sheet set manager. I created the templates and sheet set from AutoCAD templates and have them on a server. I can create new drawings, any user with network administrative privileges can create new drawings but other users with the same network privileges as I cannot create new drawings in the sheet set manager. All files have full access for all network users. Please let me know if you need any other information, hopefully someone can help....
