I'm looking for a tool to convert DGN files to DWG or DXF without
Microstation. Is there something available?

Sure... you could use MicroStation PowerDraft -- it is just as capable as MicroStation in handling both DGN and DWG/DXF files (and
saving to both formats). See http://www.bentley.com/en-US/Products/Bentley+PowerDraft/Overview.htm for more information regarding
that.
