Using V8
Is there a way to convert upper case text to lower case text without
retyping?

Not without a program unless you copy from the Word Processor to MS Word,
change the case then overwrite the original.

I'm sure somebody has written a program. Try the Bentley news group v8.text
If you have no luck post back and I'll see what I can do.

Is it all text in a model or file, or can it be isolated based on some
criteria. like level?

all of the text is on it's own level and can be isolated
