Is there any utility in microstation that enables one to convert a
drawing with its own cells into another drawing with newly defined
cells?

I'm not sure what you want to achieve. What do you mean by newly defined

If you want to replace cell/cells with another cell in a drawing/s
Try fromto.ma. Do google search for "fromto.ma". There are many discussion
about it in this NG.

MicroStation's built in cell replacement will do that
