I am trying to get the begining of the brick hatch to line up with the edge
of the sidewalk. I used to know how to offset the the hatch from the origin,
in order to move the hatch pattern over, but I can't seem to do that in Acad
2002. HELP! PLEASE!

Try:

Snapbase

Select point you'd like to be the start point for the hatch. Then hatch as normal.

Besides snapbase, you can align the ucs with the object to be hatched. 3 point option works well for this. Also works for hatching simple 3d objects like 3dfaces and regions (these have a built-in hatch boundary).
