Why is there no ASTM A588 Steel in material (core ten Steel)?

Because the CosmosWorks version used in SolidWorks Pro, is not that precise, and will not give you results that are substantially different from those of the basic steels provided.

If you care to, you can create a custom material, taking care to enter the material properties exaclty as they shown in the ASTM spec. You can then use the custom material in your model and run a Cosmos analysis of it. I seriously doubt you will see a significant difference.
