I am about 90% sure that this is not possible yet, but maybe someone
might have a suggested work around to do an animation and have a light
source start bright, becomes dim, a then goes back.

A workaround I used to make a light flash on and off, but only works
for spot and point lights off to the side of the scene:
Put a block in front of the light or completely surround the light with
a solid block. Then you can use animator to make the block go
transparent, revealing the light, as long as you have shadows on. If
you don't ahve shadows on, the block won't stop the light form
propogating.
