Anybody know how to insert a scan signature (like gif eg.) into a drawing?

Try: File > Import > Image

Just Choose the file from the File > Import > Image dialog and where
you wanted to paste it, click on the dgn file on that point and a drag
cursor appears. Choose the second point upto which the picture should
be extended.
