Is there a way to create a linetype that has a circle at the beginning and
ending of a line?
This would be handy drawing property lines...

You could list the line and get the correct length.

No, linetype definitions have to specify length of dashes, gaps, space between shapes or text. And must start and end with a line segment. So just use a block for the corners. If you want a gap around the symbol, and correct length line, include a masking border in the block.
