If for Reason i wanted to convert a cbt file to pc3 file (say for a
consultant with a older copy of Autocad yes it happens)

how do i do it?

do i need to open up the cbt in a hex editor to extract the data?

Am i missing something? Or is it just tough....

You mean PC2 or PCP file for lower AutoCAD versions like R14 and lower: PC3
files and plot style tables are apples and oranges, can't turn one into
another.
R2000 through R2005 can share the same plot style tables for the most part.

Unless you are getting paid to spend this time accommodating the consultant
that has not upgraded in 8years or more, I'd print out your plot style table
and let the consultant figure it out. Free tools posted by Autodesk to do
the printing part.
