Is it possibile to plot a PDF to scale? I generate a plt file using a
driver with the same settings that are used to plot the file directly
from Microstation. Then I pass the plt file through Distiller to
create a PDF. Adobe Reader opens the PDF and reveals that the file is
22x34. When I plot the PDF the scale is off.
Any solutions?

In one of the print dialogs there is a margins button. Try setting all
the margins to zero. I get better results with those setting but I
haven't checked if it is true scale.

Yes, just like a normal plotting/printing.
