Is there a setting to tell autocad to fit to the actual paper size not the printable area???

You tell it to anytime you want: either as a scale and/or 'what to plot'
selection when you are in the PLOT command.

Or are you talking about your PLOTTER's output?

What I mean is in the plot dialog box - when you choose Scale:Fit to Paper -
I want it to fit to the extents of my paper size not to fit within the
printable area.

The extents of your paper size is the printable area...
