I have inserted a blank form as a jpeg image into a dwg file and I want
to fill the form out with text. I have done this before without a
problem, but now the text won't show up on top of the image. How can I
get my text to appear on top?

DO A DRAW ORDER COMMAND AND BRING THE TEXT TO THE FRONT....YOU MAY ALSO WANT TO INSURE THE IMAGE IS SENT TO THE BACK

You could also right click on the image and send to back.
