Hi,

I'd like to create a macro running in AutoCAD 04 (even 00 if possible) that
would bring up a "disclaimer" type text that explains to the user the
conditions of using the *.dwg file. Is this possible?
Any help would be appriciated.

On YOUR machine or on THEIRS?
On THEIRS you could put the note on a "layout"
for just that purpose, and make that current before
shipping the file.
On YOURS you have many more options.

I can offer you a solution though that would require software development.
If you are serious contact me and I will discuss terms with you.
