Exactly the problem of the OP (why we are here): now that we are clear on
that, Freeze would be the answer, not your sideline mis-read of a sentence
in my response and the subsequent thread.
Cracks me up how things just go off on a tangent around here lol

The OP's problem is not FREEZE vs OFF, but rather placing objects on the right layer for the task.
Had he built the arrowhead block on layer 0, and placed the dimension on the proper annotation layer, then either OFF or FREEZE should have accomplished his desires.
Layer FREEZE and Layer OFF are two different tools, with vastly different results, and vastly different uses. The "ALWAYS FREEZE" answer places undue limits on the flexibility of the tool.

Is that statement true?
The user arrow is created in layer 0, and changed to layer s-ldrs.
When a drawing contain those user arrows it will plot OK with just the layer off.
But when its blocked then insert into another drawing (not exploded) or xrefed another drawing with the layer 0 or s-ldrs still off. When you do a preview the user arrows shows up untill you froze the layer.
My question is not how layer off or freeze is managed. But
rather is that "layers that are off will plot?" and why is the "user arrow behaving not like a block??" When it is a block. For blocks with the layer off (not freeze) they do not plot.
You can see this from the previous attached test.zip. There nothing showing but when you do a preview or plot its there.
(using Acad2005, haven't seen how ealier versions behave to this teaser)

| It's not just you, but OFF and ON are meant to be a quick visual aid, while FREEZE and THAW are meant for the purpose you describe. |

What do you mean "changed to alyer s-ldrs"??
Are you sure it was on layer s-ldrs?
If the block was made using layer 0, then the block was inserted on layer "s-ldrs", turning that layer OFF or FREEZING it would have the same effect.
But if the block was created using some other layer, then inserted on layer s-ldrs, turning OFF s-ldrs would have no effect on the visibility of the block. |

After looking at your test.zip, I'd have to say there's something wrong with your installation. The blocks and layers are NOT acting as they should.
I'm getting a proxy object error for ObjetcDBX from some unnamed VLX app, and that may be the source of this erratic behavior.
To answer you questions:
Objects on layers that are OFF should NOT plot.
The user arrow is not acting like ANY AutoCAD object. |

if re-installing the program is too much a hassle, I found that if you
explode the objects then they no longer plot when they are turned off. That
may be undisreable as well |
