You would have to get V8 or get someone with V8 to save it as V7.
You can view and print them using the free Bentley View from
www.bwentley.com

You can open pre-V8 DGN files in any version of MicroStation previous to V8. MicroStation V8 can open, reference, and edit V8 DGN
files, pre-V8 DGN files (aka V7 DGN files), and many versions of DWG files. MicroStation V8 also provides an ability to Save As in
many formats.
