Is there a switch somewhere in v8 to enable the creation of a new layer, if
it doesn't exist, when placing an element using Settings Manager.?

1. Put MATCH SYMBOLOGY FROMCURSOR on a function key.

2. MS_SETMGR_CREATELEVELS

Both of these have been covered on the Bently newsgroups at
news.viecon.com; you may want to them as you'll get a lot more answers
over there.
