We're using MiceoStation SE, with a customized workspace that
incorporates usercommands to run some of the routines built in.

Is it possible to create a usercommand that inserts a cell, rotates it
to align with a line on which its placed, and finally breaks the line
at the cells' edges?

Try Celltool.ma from http://microstation.bentley.com/resources/utilities.cfm
If the celltool and cellslide does not help you, you may have to
create your own custom linestyle.
