Good morning.
You can use either of the following methods:
1. Use the CAD Reader Extension within Arcview. If your DGN file is in
3D then I believe that there will be 1 column in Arcview that will
contain the elevation of each line.
2. Export to shape from Microstation. In v7 Geographics I think you
have to set some settings in a configuration file to export the z
value.
3. Export from Microstation > DXF. Import from Arcview.
4. Use a third party software translator...try Safe Translator
