If I buy microstation version 8 from a business that has gone under. Is the
software licensed...or do I have to pay more money to Bentley?

I'm not sure if you can buy MicroStation like that, and I think you can only
but it under a Select (maintenance) agreement, but I'm not sure.
I would advise that you contact Bentley or ask on the
news.viecon.com.v8.general newsgroup

My understanding is that you can buy it but to make the licence legally
yours, since what you buy is a licence to use the software, then you need to
take up a Select agreement and that will include any arrears that the
previous owner may not have paid. If they have not paid select for 1 year,
then you will pay for that year plus the next year.
So if I have it correct, then you will want to do some homework on their
select agreement (if they had one) and you won't want to pay too much for
the licence if there is Select Arrears to pay for.
Then again, they may have changed the policy and I could be wrong. As Dave
suggests, you would do well to contact Bentley.

Furthermore, unless I have misunderstood something, the seller must apply
for the license transfer (he does it by contacting Bentley), not the buyer.
