How can i turn viewports in paperspace 90 degrees?

You can't "turn the viewports," but you *can* rotate the views *in* the
viewports: open the viewport, then use the DVIEW / TWist / 90 command
sequence.

Be sure you set UCSFOLLOW to 0 in each viewport to prevent them from zooming
automatically to extents.
