Does any one know of a lsp or setup that will let you choose paper size, scale, units, etc....

You're going to need to elaborate on the question a touch, methinks. You can choose all those things through standard page setups and options.
You choose paper size in the page setup dialog when you choose a layout tab.
You can set the scale by selecting the viewport (in paper space) and setting the scale factor.
The units can be set in standard options.
etc... is a little vague, can't help you with that ;)

Maybe you need just this and some customizing:
http://www.cadcard.com/
Or maybe you need to explode MVSETUP command in AutoCAD.

Yeah! I sure wouldn't want to "explode" MVSETUP....I'd have little chunks of byte all over my workstation!
Re: Text Height for viewport scale factor.
Most folks (except Landscape and interior designers) prefer to have the same height text for notes and dimensions display on their drawings regardless of the scale factor of the viewport they appear in.
If you prefer a text height of 3/32 inch, the height of text appearing in the viewport must be bigger so it can be scaled down to the proper size via the viewport scale factor. The basic formula is: Viewport text height = plotted text height times the viewport scale factor. Text used in a viewport with a scale factor of 96 would have to be 9 inches high, for example.
You can let Autocad do this for you as has been mentioned but then you don't learn anything -and if you don't know how it works, you can't fix it. |

Set up your drawing and save it as a template.
