I can't figure out how to get these file sizes down, I feel like when I have either purged, bind or reconcile layers not much was accomplished in regards to file size, I experiencing file sizes of 20000mb

Some common culprits-

Excessive layer filters, can be deleted with the "filters" command.

Excessive annotative scales, can be deleted with the "-scalelistedit" command (note the hyphen)

Could be lots of other things. You could create a dxf & read through the file & see what might be taking up so much space...
