I am a non CAD user.

I need to import .jpg images, trace around the image, connect all lines and save as a .dxf file. Is there a cheap program that will do this without purchasing a full/high $ CAD program?

I know that this is most likely a simple question that you guys hate to see but any help you can give will be greatly appreciated!
