I have a lot of titleblocks in the same drawing and we don't use layout tabs. Is there a way to create plot files of the separate titleblocks in the same drawing? Can you create some sort of a window or windows?

You can "plot to file" whatever plot area you designate. To facilitate you can create a named "view" of each titleblock, when plotting designate named view to plot.
