The help file says that SW will create a foreshortened dimension when
SW determines that the dimension will be too large for the drawing
view. Is there any way to force this type of dim?

Generally it's available on a right-click menu if applicable. Check there.

Right click the dim and select properties, there is a display as

foreshortened check box, or at least there is in 2005.
