Although you can publish a sheet set, you do not have to have a sheet
set in order to use PUBLISH.
Run the PUBLISH command from any drawing. Add the drawings you want to plot.
If you just want to publish several layouts in the same drawing,
highlight those tabs and right-click, then choose PUBLISH.
